
Katy Rose is the Lab Ops Manager and Safety Lead for the Cyclotron Road program. She has been supporting laboratory ecosystems for more than a decade, including managing lab operations and asset programs in diverse industry settings. She helps our innovators navigate Berkeley Lab as they progress their technologies.

Donduk Dovdon joined the team in 2024 as a program coordinator. He provides overarching administrative and operational support for the program and the division and helps to coordinate Cyclotron Road projects and events. He has eight years of professional experience in project management, administration, conducting research, and interpretation.

Monique (“Mo”) joined the Lab in 2015 and is responsible for reviewing and submitting proposals and negotiating research agreements for the Energy Technologies Area (ETA). Mo supports the Lab Directorate and Operations in its entirety, ETA for all federal engagements, and Cyclotron Road and Energy Storage and Distributed Resources Division for non-federal engagements.

Emilio manages user agreements for the Advanced Light Source (ALS), the Molecular Foundry (TMF), and the National Energy Research Scientific Computing Center (NERSC). Prior to joining SPO, Emilio worked at UCLA’s Technology Development Group negotiating research contracts including sponsored research, material transfer, and nondisclosure agreements. Emilio holds an MBA and BA from UCLA and a JD from UC Law SF.

Ehis is passionate about the collaborative process of creating, standardizing, maintaining, and improving ideas, systems, and products to solve problems. This passion influenced his decision to pursue and obtain a Bachelor of Science degree in Computer Science. Ehis joined UC Davis in 2015, where he held various positions as Technical Analyst, IT Project Manager, and Systems Analyst at different times. Ehis led and managed mission-critical projects. Ehis also supported initiatives such as the MyChart Video Visits, Furniture Implementation Group (FIG) projects, and DUO Multi-Factor Authentication implementation. In his role with the Strategic Partnerships Office (SPO), Ehis is the functional lead, providing technical expertise in evaluating and developing systems and procedures that meet user requirements.

Mary Ellen (“Mek”) is responsible for reviewing and submitting proposals and negotiating research agreements for the Computing Sciences, Energy Sciences, Earth and Environmental Sciences, and Physical Sciences Areas. She also handles the proposals and funding agreements for the following sponsors for all Areas: Defense Threat Reduction Agency (DTRA); and U.S. Department of Homeland Security, which includes the Countering Weapons of Mass Destruction (CWMD) office (formerly the Domestic Nuclear Detection Office (DNDO).

Chevon processes requests for User Agreements received from the 88-Inch Cyclotron and the Joint Genome Institute (JGI). The 88-Inch and JGI are Department of Energy Scientific Research Facilities, operated by Berkeley Lab and available for external use to all interested parties (domestic or foreign, academic, not-for-profit, and for-profit entities) to advance scientific or technical knowledge. She also is responsible for reviewing, preparing and submitting proposal documents to non-federal organizations and other DOE Lab Contractors. Her educational background includes an MBA and a Bachelor of Science Degree in Business Administration.

Alina joined the Lab in 2011 and is responsible for reviewing and submitting proposals and negotiating research agreements for the Biosciences Division. Previously, she worked in various capacities at the Contracts & Grants Office at University of California, San Francisco; the Berkeley Sensor & Actuator Center at University of California, Berkeley; and the Agriculture & Natural Resources at University of California, Riverside. Her educational background includes Biology and Biostatistics as her undergraduate and graduate studies, respectively.
Marie joined the Lab in March of 2016. She is responsible for reviewing, preparing, and submitting proposal documents to non-federal organizations and negotiating Strategic Partnership Projects and Cooperative Research and Development agreements for the Biological Systems and Engineering Division and Environmental Genomics and Systems Biology areas of Biosciences.
Katy manages the PHENIX Consortium portfolio of Strategic Partnership Projects (SPPs) and handles Inter-Contractor Purchases (ICPs) for the Earth & Environmental Sciences Area (EESA). She negotiates and oversees Non-Proprietary and Proprietary User Agreements for the Advanced Light Source (ALS), The Molecular Foundry (TMF), and the National Energy Research Scientific Computing Center (NERSC). Katy holds a B.A. from Saint Mary’s College of California and a J.D. from the University of California, College of the Law, San Francisco, and is a licensed attorney in the state of California.

Betsy is responsible for reviewing and submitting proposals and negotiating research agreements for the Earth & Environmental Sciences and Physical Sciences Areas. She trains and provides guidance to Lab staff on the University of California, Department of Energy, and research agreement requirements and policies. Betsy has played a lead role in drafting and negotiating complex master Work for Others agreements (WFOs), master Cooperative Research and Development Agreements (CRADAs), and California Energy Commission model agreement terms.
